LEONARD LIM

Mr Leonard Lim is a construction industry practitioner with over 27 years of experience working with contractors, consultants and employers, with specific expertise in building works such as housing (landed and high rise), shopping malls, retail shops, Grade-A office towers and 5-Star hotels in Malaysia. He holds a Bachelor of Civil Engineering degree, a Master of Business Administration, and a Professional Diploma in International Arbitration.

He started his career in 1997 as a Site Engineer, supervising construction works, liaising with project consultants and managing subcontractors. In the 2000s, Leonard moved into project management and property development – spending two stints at Perdana Parkcity Sdn Bhd and as an Executive Assistant to the Managing Director at Sunrise Bhd (now known as UEM Sunrise Bhd). He was involved in the technical aspects – authorities approval, project management – as Assistant Project Manager, later Manager of developments at Desa ParkCity and Mont’ Kiara.

Since then Leonard progressed into a supervisory consultant role, and over the past 15 years Leonard held the role as Architect’s Contract Administrator or Employer’s Superintending Officer, and acted in this capacity regularly for projects over RM1 billion in value – managing authority approval, project management, main contractors, design detailing, material specifications, Quality Control and Quality Assurance.

Notable projects include Damansara City, a RM 1 Billion-plus mixed-used development for Hong Leong Group comprising Service Apartments, Hong Leong Bank HQ, Guocoland HQ, DC Mall and Sofitel Hotel – constructed by two Korean main contractors (Ssangyong E&C and Daewoo E&C) and involving over 50 Nominated Sub-Contractors. More recently Leonard is acting as Contract Administrator for an Office Refurbishment and the new Conrad Hotel development by Permodalan Nasional Bhd (PNB), another RM 1 Billion-plus project.

Since 2022, Leonard has acted as Expert Witness in court, adjudication and arbitration proceedings, on disputes related to building specifications, workmanship & defective works, authority compliance and contract administration disputes. He is a Member of the Asia Pacific Institute of Experts, The Malaysia Institute of Arbitrators and the Asian Institute of Alternative Dispute Resolution.
